Justin Scruggs serves as Vice President of Property Management and CFO for S&E Holdings, LLC. Justin brings a background in marketing, purchasing, IT, network administration, web design and multi-media content management. Justin holds certificates in Web Development and Graphic Design from Johns Hopkins University CCI and an undergraduate degree Graphic Design from Frostburg State University. Justin posses a vast knowledge of computer systems, equipment and software and has performed installations, training and support for all office workstations and networks since 1999.
In 2002 Justin took an entry-level position with HTA Development, LLC, a start-up development company. Relying heavily on his IT skills, Justin implemented new technologies that cut costs, improved workflow efficiency and increased data integrity. Quickly showing a propensity for the construction and development aspect of the business, Justin was promoted to Project Manager in 2004. It was at that time Justin dedicated his career to affordable housing. Since then Justin has earned his HCCP Designation and become an active member of the Maryland Affordable Housing Coalition (MAHC). He continues to serve as a marketing consultant and assist with campaign materials for MAHC. In addition to his Project Management abilities Justin also maintains all accounting records for HTA Development, our real estate development affiliate, as well as the records for close to 1,000 rental units. This includes the production of all Financial Reports, reconciliations, investor reporting, expense tracking, audit procedures, Accounts payable and payment processing.
Justin Scruggs brings over 18 years of experience in the planning, development, construction, marketing, leasing and operation of affordable multi-family rental housing. Justin has produced, assembled and submitted Rental Housing Finance Applications in two states with an exemplary record of 7 out of 8 applications approved for combined funding of $135,000,000. He has acted as the lead contact for tenants, local officials, community groups, inspectors and sub-contractors. As Project Manger Justin has overseen the construction of over 700 rental units performing duties such as contract review, construction budgeting, construction supervision, architectural and design direction, preparing funding requests to city, state, federal and private investors. Justin has become proficient in insurance requirements and procedures, HUD compliance and HUD Secure Systems. His knowledge of the affordable housing industry has literally been learned from the ground up. Justin Scruggs’ extensive experience and multitude of skills provides an excellent platform to direct the administrative functions, financial decisions and operational procedures of a Property Manager of affordable housing.
